Summary. Well-informed international sources say that practically in any country of the world most people not afford to cover an expense on high-cost treatment of oncological diseases. That all do for today in the developed countries there is practice setting up funds, public organizations, and long-term target-oriented state programs. In developed emerging country realization of social politics more often are happening in the conditions of budget deficit. Therefore, a problem of the quality use of resources always is actual. Basic requirement in programs implementation and an important step in making progress would be appropriate expenditures and forcing a decision.
